"Affordable housing" means apartments under the disposal of the State Housing Development Agency of the Republic of Azerbaijan which citizens can purchase on a discount basis. Upon receipt of such an apartment a citizen may benefit from two basic benefits:
1) The sale price of a discounted apartment is lower than the market value of similar housing in the area.
2) For citizens, the Mortgage and Credit Guarantee Fund of the Republic of Azerbaijan is available at the expense of a mortgage of up to 30 years.
At the same time, the apartment is offered to the citizen in condition equipped with full renovation and kitchen furniture.
The categories of persons entitled to affordable housing are defined by the "Order of Citizens Acquisition of Apartments by the State Housing Development Agency of the Republic of Azerbaijan ", approved by Decree No. 1113 of the President of the Republic of Azerbaijan dated 16.11.2016. Applications of citizens entitled to housing on discounted terms are accepted electronically through the "Affordable Housing" system located on the portal of "E-Government". The application for the acquisition of a discounted apartment is possible through an enhanced electronic signature ("Electronic Signature" or "Easy Signature"). The electronic signature provides protection of the personal data of citizens, as well as accurate and safe implementation of the transactions through the "Electronic government" portal. However, Baku “ASAN service” centers 1, 3 and 5, Sumgayit and Ganja “ASAN service” center also provide relevant services to assist citizens in answering questions about the use of the "affordable apartment" electronic system and registering them in the system.
Reception of citizens' appeals on affordable housing is a continuous process. Regardless of the date the citizen applies, everyone who has an electronic cabinet will have the same right to choose a future home.
Based on the "Order of the citizens receiving flats by the State Housing Developement Agency of the Rebublic of Azerbaijan", 30% or more of the construction works may be announced on the sale of the apartments. The ad will be issued at least 30 days before the date of sale.
Discounted flats will be published in the mass media, and the right to receive a flat at discounted rates will be sent to the "Affordable Housing" electronic system via personal electronic cabinets. Anyone who receives such notice shall be entitled to a residence permit and residential premises where concessional apartments are available for sale. Also, they can get acquainted with the interior of the apartments, the "Affordable Housing" system, and choose the next stage.
Any apartment chosen by one person within the term of sale in accordance with the “Rules of acquisition by citizen of apartments being at the disposal of the State Housing Development Agency of the Republic of Azerbaijan on preferential terms” may be chosen by two more persons within the same announcement period in the order of waiting. For this, a user, after choosing the payment method, apartment selection method and the project, enters the relevant section of his/her electronic cabinet in the Affordable Housing system within the specified time period and looks for an apartment. In the phase of reviewing apartments, several users may be reviewing the same apartment, and 2 persons who have first pushed the “Approve” button may choose that apartment in the order of waiting. Thereafter, the user should electronically sign an application of the apartment he chose in the order of waiting, and submit it. If, the apartment is not acquired by the person who had chosen it for whatever reason, the said apartment will be offered to the person who had selected that apartment in the order of waiting in the first line. Similarly, if the said apartment is not acquired by the person who had chosen it in the order of waiting in the first line, it will be offered to the person who had chosen it in the order of waiting in the second line.
In accordance with Section 5.6 of the “Rules of acquisition by citizen of apartments being at the disposal of the State Housing Development Agency of the Republic of Azerbaijan on preferential terms”, only that person who has received a decision on a preliminary consent and placed it in the electronic cabinet may choose the method of payment of the apartment’s price through a mortgage credit.
A person willing to acquire an apartment using a mortgage credit, who has been given an electronic cabinet, should, in order to obtain a decision on a preliminary consent, apply to one of the agent banks and submit the documents defined by the “Rules of granting a credit at the cost of the Mortgage and Credit Guarantee Fund of the Republic of Azerbaijan, including granting of a credit on preferential terms”. Such an application shall be considered in accordance with the Rule of granting a mortgage credit. The decision on a preliminary consent shall be placed by an authorized official of the bank in the relevant section of the user’s electronic cabinet after the agent bank considers the application. The user should, entering the section of “a decision on a preliminary consent”, sign the decision on a preliminary consent. The decision on a preliminary consent signed by the user shall be effective within 1 (one) year from the date of its issue by the agent bank.
In accordance with the Section 3.1 of the “Rules of acquisition by citizen of apartments being at the disposal of the State Housing Development Agency of the Republic of Azerbaijan on preferential terms”, approved by Order No.1113 of the President of the Republic of Azerbaijan, dated November 16, 2016, an apartment may be acquired for an affordable price, using a mortgage credit based on a decision on a preliminary consent in accordance with the Rules of granting a mortgage credit, or using the applicant’s own cash, or a credit taken from a credit organization.
