What is affordable housing and what advantages does it have?

"Affordable housing" means apartments under the disposal of the State Agency for Housing Construction under the President of the Republic of Azerbaijan which citizens can purchase on a discount basis. Upon receipt of such an apartment a citizen may benefit from two basic benefits:
1) The sale price of a discounted apartment is lower than the average market value of similar housing in the area.
2) For citizens, the Azerbaijan Mortgage Fund is available at the expense of a mortgage of up to 30 years.
At the same time, the apartment is offered to the citizen in condition equipped with full renovation and kitchen furniture.

Who can get a discounted apartment?

The categories of persons entitled to affordable housing are defined by the "Order of Citizens Acquisition of Apartments by the State Agency for Housing Construction under the President of the Republic of Azerbaijan", approved by Decree No. 1113 of the President of the Republic of Azerbaijan dated 16.11.2016.  It is possible to get acquainted with those categories through THIS LINK.

Has construction of discounted apartments begun?
Construction of the Yasamal Residential Complex, the first project of SHDA, was launched on December 24, 2016. Construction works in the Yasamal Residential Complex, covering 11.6 hectare-area, accommodating 1843 apartments, have been completed. 

A decision was taken to implement the second project too in the capital, considering that there was a high demand for housing in the city of Baku. Construction of the Hovsan Residential Complex, covering a 20-hectare area near Hovsan settlement, Surakhany district of Baku, has been completed. The Hovsan Residential Complex consists of 11 apartment buildings, including 7 seven-storied and 4 ten-storied buildings. There are 2962 apartments, in total, in these buildings. Along with apartment buildings, 2 kindergartens, each designed for 90 children, and a secondary school building for 1920 pupils were constructed in the complex. All apartments are offered with completed interior finishing, provided with kitchen furniture. 

Moreover, the second stage of the Yasamal Residential Complex, another project of the Agency, is located along the External Circular Road in Yasamal district, Baku city, north of Ganly Gyol.   The total area of the residential complex is 15.4 hectares. The New Residential Complex consists of 40 buildings, with 22 being nine-storied, and 18 twelve-storied buildings. 2202 apartments will be, altogether, in these buildings. Along with the residential buildings, three one-storied kindergartens for 350 children (100, 125, 125), a three-storied secondary school building for 1200 pupils are also expected to be commissioned on the territory. 

The Ganja Residential Complex is located at Azerbaijani Flag Street in Ganja city. The total area of the residential complex is 6.23 hectares. The residential complex consists of 18 apartment buildings, with 12 of them being nine-storied, and 6 twelve-storied buildings. These buildings will accommodate 986 apartments. Along with the residential buildings, a kindergarten for 125 children and a secondary school building for 1176 pupils were constructed on the territory of the complex.   

Another project of the State Housing Development Agency is located at 41st Block, Sumgait city. Total area of the territory, where the project is being implemented is 0.76 hectares.  The project being constructed in Sumgait city, consists of 2 nine-storied, two-block residential buildings. 144 apartments will be, altogether, in these buildings.
What are the characteristics of the Yasamal Housing Complex?

Yasamal Housing Complex, the first project of MIDA, is constructed on 11.6-hectare land on the outskirts of the ring road (north of the Bloody Lake) in the Yasamal district of Baku. The complex will consist of 29 multi-apartment buildings. Of these, 17 are planned to be 2-block 9-story and 12 of them a planned to be 12-story 1 block buildings. Of these 1843 apartments, 324 are single, 1052 are two-roomed, and 467 are three-roomed. The total area of one-room flats is about 31-33 m2, the two-room flats are about 50-58 m2, and the three-room flats are about 70 square meters. All apartments will be fully renovated and will be offered to citizens with kitchen furniture.
For the purpose of providing comfortable living and meeting the needs of residents of the Yasamal Housing Complex, the establishment of a suitable social infrastructure is planned, including a 240-seat kindergarten and a 960-seat secondary school, as well as the commissioning of non-residential premises intended for public catering, household and service facilities.

At what stage is the implementation of the Hovsan Housing Complex project? 

The Hovsan Residential Complex is located in a 20-hectare area near Hovsan settlement, Surakhany district of Baku. The Hovsan Residential Complex consists of 11 apartment buildings, with 7 of them being seven-storied, while the other 4 buildings are ten-storied. 2962 apartments are, altogether, in these buildings. Of them, 280 are one-room, 1401 two-room, 980 three-room, and 301 four-room apartments. Area of the one-room apartments is 32 to 35 square metres, while the two-room apartments are 51 to 54 square metres, three-room apartments 64 to 68 square metres, and four-room apartments 79-86 square metres. Along with the residential buildings, 2 kindergartens, each of them designed for 90 children, a secondary school building for 1920 pupils, and a medical centre were constructed on the territory of the complex. All apartments are offered with completed interior finishing, provided with kitchen furniture.

What are the characteristics of the Ganja Residential Complex?

Another project of the State Housing Development Agency is located at Azerbaijani Flag Street in Ganja city. Total area of the residential complex is 6.23 hectares. The residential complex consists of 18 buildings – 12 nine-storied and 6 twelve-storied buildings. These buildings will accommodate, altogether, 986 apartments, of which 48 are one-room, 68 studio-type, 318 two-room, 466 three-room, and 86 four-room apartments. Area of the one-room and studio-type apartments will be about 35 square metres, with two-room apartments being 57 m2, three-room apartments 75 m2, and four-room apartment about 97 m2. All apartments will be offered with completed interior finishing works, and provided with kitchen furniture.Under the project, it is expected that a kindergarten for 125 children and a secondary school for 1176 pupils will also be commissioned. Also, as in other projects of SHDA, vast courtyards, areas of greenery and child playgrounds will be created on the territory of the residential complex to be constructed in Ganja city, to ensure comfortable living of the residents. 

How can people entitled to a discounted appartment apply?

Applications of citizens entitled to housing on discounted terms are accepted electronically through the "Affordable Housing" system located on the portal of "E-Government". The application for the acquisition of a discounted apartment is possible through an enhanced electronic signature ("Electronic Signature" or "Easy Signature"). The electronic signature provides protection of the personal data of citizens, as well as accurate and safe implementation of the transactions through the "Electronic government" portal. However, Baku “ASAN service” centers 1, 3 and 5 and Sumgayit “ASAN service” center also provide relevant services to assist citizens in answering questions about the use of the "affordable apartment" electronic system and registering them in the system.

How long will receiving the applications last?

Reception of citizens' appeals on affordable housing is a continuous process. Regardless of the date the citizen applies, everyone who has an electronic cabinet will have the same right to choose a future home.

When will the sale of affordable apartments begin?

>Based on the "Order of the citizens receiving flats by the State Agency for Housing Construction under the President of the Republic of Azerbaijan", 30% or more of the construction works may be announced on the sale of the apartments. The ad will be issued at least 30 days before the date of sale. 

How to choose a affordable housing?

Discounted flats will be published in the mass media, and the right to receive a flat at discounted rates will be sent to the "Affordable Housing" electronic system via personal electronic cabinets. Anyone who receives such notice shall be entitled to a residence permit and residential premises where concessional apartments are available for sale. Also, they can get acquainted with the interior of the apartments, the "Affordable Housing" system, and choose the next stage.
