The State Housing Development Agency of the Republic of Azerbaijan has been serving citizens for five years12/04/2021
On April 10, 2021, the leadership and the staff of the State Housing Development Agency remembered National Leader Heydar Aliyev at the Allay of Honour to mark this significant day. Moreover, the staff of the entity paid a visit also to the graves of our fellow citizens in the Allay of Martyrs who sacrificed their lives for the independence and territorial integrity of Azerbaijan.
On the same day, an event took place in the administrative building of the entity to mark the 5th anniversary of the State Housing Development Agency’s embarking on its activity, which was established, by Order 858 of the President of the Republic of Azerbaijan, dated April 11, 2016, with a view to meet the needs of the country ‘s citizens for housing and create conditions for them to acquire an apartment on preferential conditions.
Dedicated to the results of the 5-year activity and tasks facing ahead, the meeting started with an introduction speech of Sadig Sadygov, the chairperson of the State Housing Development Agency. Congratulating the colleagues on the 5th anniversary of establishing the entity, he gave comprehensive information about the works done in the past period, and tasks facing them ahead.
Since the first day of its activity, the Agency has organized its works based on the valuable recommendations and tasks set by the President of the Republic of Azerbaijan. Sadig Sadygov mentioned that the fact that the head of the state has defined the provision of people with a living space and ensuring their comfortable living as priority issues, as well as the support he provided to the activities of the State Housing Development Agency of the Republic of Azerbaijan have made their contribution to successful fulfilment of the tasks set.
With a view to arranging acquisition by population of apartments on preferential conditions, and based on the instructions of the head of the state, the agency was allocated land areas under construction:11.6 hectares in 2016, in Yasamal district of Baku city, 20 hectares in 2017, in Surakhany district, and, thereafter, again 15.4 hectares in Yasamal district, 0.75 hectares in 2019, in Sumgait city, 6.23 hectares in June of the same year, in Ganja city, and 23.25 hectares in 2020, in Surakhany district. Moreover, in March 2021, 1.5 hectares in Lankaran city and 2 hectares in Sumgait city were allocated to the Agency for the construction of affordable apartments.
Implementation of the first projects of SHDA – the Yasamal Residential Complex (11.6 ha) and Hovsan Residential Complex (20ha) – has been completed, and construction works on other three projects - (Yasamal Residential Complex (15.4 ha), the project being implemented in Sumgait city and the Ganja Residential Complex) are continuing. In addition, construction of a new residential complex started in an 18.81 hectare-area in Surakhany district.
Foundations of the Yasamal Residential Complex – the first project of the State Housing Development Agency, and of the Hovsan Residential Complex were laid on December 24, 2016 and December 24, 2017, respectively, with participation of President of the Republic of Azerbaijan Ilham Aliyev and First Lady Mehriban Aliyeva. On December 26, 2018, President of the Republic of Azerbaijan Ilham Aliyev and First Lady Mehriban Aliyeva participated in the inauguration of the Yasamal Residential Complex, and laid the foundation of a new residential complex to be developed in a 15.4 hectare area. On March 24, 2020, President of the Republic of Azerbaijan Ilham Aliyev and First Lady Mehriban Aliyeva participated in the inauguration of the Hovsan Residential Complex, and on June 24 of the same year, became familiar with the construction of the residential complex in Ganja city.
During the reporting period (2016 to 2020), in general, 4805 apartments, 2 secondary school buildings, 3 kindergartens, and a medical centre were constructed in the Yasamal Residential Complex and the Hovsan Residential Complex. The sale of 1633 apartments in the Yasamal Residential Complex was completed, and the registration of 655 out of the apartments put to sale in the Hovsan Residential Complex was finished. On April 21, 2021, the sale of 503 apartments in the Hovsan Residential Complex will be realized.
Over the course of this period, in general, 2288 apartments were presented to citizens via the “Affordable Housing” System. Of the citizens who have owned apartments, 1345 are aged under 35.
Apartments are also allocated by SHDA with a view to improve the housing conditions of employees of the state bodies, organizations and companies, based on a state order, in accordance with “The Strategic Roadmap on the Development of Provision with Affordable Housing in the Republic of Azerbaijan”, approved by Order No.1138 of the President of the Republic of Azerbaijan, dated December 6, 2016. Based on requests from relevant entities, 1418 apartments were allocated from the Agency’s projects based on a state order. Of these apartments, the registration of 991 has been completed.
Thus, as a result of the Agency’s 5-year activity, in general, 3279 families were provided with apartments. Over the course of the next two years, it is expected that 6827 more families would be provided with apartments.
Moreover, following the instructions of the head of the state concerning the provision of citizens of the Republic of Azerbaijan with affordable housing, construction works on 2202 apartments, three kindergartens for 350 children and a secondary school for 1200 pupils in a 15.4 hectare-area in the Yasamal district, 986 apartments, a kindergarten for 125 children and a secondary school for 1176 pupils in a 6.23-hectare-area in Ganja city, and 144 apartments in a 0.75 hectare-area in Sumgait city by SHDA are nearing the completion. And construction of 2950 apartment, a kindergarten for 240 children and secondary school building for 1920 pupils in an 18.81 hectare-area west of Hovsan settlement, Surakhany district of Baku city has started. At the same time, with a view to improve the housing conditions of citizens living in regions, works are carried out constantly by SHDA towards determining land parcels in areas where there is more need for housing, studying the need of citizens in other cities and districts of the country.
It should be noted that in addition to the construction of residential buildings, SHDA projects also provide large yards, green areas, children's playgrounds to ensure the comfortable living of people. All buildings are designed and constructed in accordance with State Construction Norms of the Republic of Azerbaijan. Special attention is paid to greenery planting and improvement of an area while designing the development works. A transport infrastructure is created on the territories of the complexes, complying with the town-building principles, ensuring easy and safe movement of pedestrians and transport facilities. Ramps are installed at all crossroads for people with disabilities, and roads for cycling are built. There are also parking places for residents’ cars.
All apartments that were offered to citizens on preferential terms are with completed interior finishing works, provided with furniture, an individual heating system (including the “combi” device), as well as water, gas and electricity meters. Apartments are offered by a mortgage credit on preferential terms, with 4% annual interest, upfront payment in the amount of 10% of the sale price, and for 30 years. In addition, those citizens who are willing to purchase them by their own cash are granted 10% discount.
One of the significant events associated with the agency’s activity was the creation of a transparent electronic system ensuring that applications of the citizens entitled to acquire an apartment on preferential terms are registered in a real time mode, and sale of apartments on preferential terms. For this purpose, an “Affordable Housing” system has been created on the “Electronic Government” portal, starting registration of application as of May 30, 2017. Over the course of the past period, creation of electronic cabinets has been ensured for over 16 000 citizens, having confirmed their right to acquire an apartment. All citizens who have owned an electronic cabinet, regardless of the registration date and serial number, have equal right in the selection of apartments.
SHDA has also implemented state-private partnership projects in accordance with “The Strategic Roadmap on the Development of Provision with Affordable Housing in the Republic of Azerbaijan”, approved by Order No.1138 of the President of the Republic of Azerbaijan, dated December 6, 2016. In general, an investment in the amount of 80 million Manats has been attracted to projects being implemented by SHDA on the construction of apartment buildings, laying phone, TV and Internet lines, and provision the residents with relevant services, in the framework of the state-private sector partnership over the course of the past 5 years.
During its activity, the Agency has also arranged various social and ecological actions. Within the framework of these events, donations were made to charitable funds, aids distributed to martyrs’ families, war veterans and low-income families with a view to provide support to the state’s social policy. Moreover, some 8000 trees were planted by employees of the Agency and MIDA LTD under the Agency during the tree-planting actions held at different times.
Speaking at the event with a reporting speech, other officials of the Agency gave information about the works done over the course of the past 5 years, and the duties facing them ahead.
Thereafter, Bahruz Aliyev, who had owned an affordable apartment in the Yasamal Residential Complex - the first project of the Agency, speaking on behalf of the residents of the complex, thanked President of the Republic of Azerbaijan Ilham Aliyev for these projects aiming to upgrade the social welfare of low-income and young families, and improve their housing conditions.
Moreover, a tree-planting action took place on the territory (15.4 ha) of the Yasamal Residential Complex-another project of the Agency, to mark the 5th anniversary of establishing the State Housing Development Agency.
During the action, which took place with a view to improving the ecological environment, some 600 new trees were planted by employees of the Agency and MIDA LTD under the Agency, and existing greenery were looked after.
