From the first day, on which the State Housing Development Agency of the Republic of Azerbaijan started its activities, it has been continuing execution of tasks set before the Agency to improve living conditions of the country citizens, and provision them with affordable housing, based on the instructions of the President of the Republic of Azerbaijan.
Sale and purchase of 248 apartments through the “Affordable Housing” System over the “Electronic Government” Portal (www.e-gov.az) on 25.12.2019 and 27.12.2019 at the Yasamal Residential Complex-the first project of the State Housing Development Agency of the Republic of Azerbaijan has been completed successfully. Of the citizens who have owned apartments, 48 purchased them using their own cash, while 200 people acquired them by benefiting from a mortgage credit on preferential terms.

Thus sale of apartments at the Yasamal Residential Complex – the first project of SHDA– has been completed, and as a result of the 6 sales carried out through the “Affordable Housing” System, 1633 families, in general, owned apartments. Of the apartments acquired on preferential terms, 289 were one-room, 925 two-room, and 419 three-room apartments. Of those citizens who have owned apartments, 557 purchased them using their own cash, while 1076 people acquired them through a mortgage credit on preferential terms.
With the objective of ensuring that citizens easily get a mortgage credit given at the cost of the Mortgage and Credit Insurance Fund of the Republic of Azerbaijan, SHDA has signed cooperation agreements with 5 agent banks, such as “Capital Bank”, “Bank BTB”, “Azer-Turk Bank”, “Bank VTB” (Azerbaijan) and the “International Bank of Azerbaijan”. To this end, 48 million 866 thousand 223 Manats were allocated by these banks to ensure that 1076 apartments are acquired through a mortgage credit on preferential terms.

The Yasamal Residential Complex – the first project of the State Housing Development Agency – is located in a 11.6-hectare area along the External Circular Road.
On December 24, 2016, the foundation of the first nine-storied residential building and the secondary school to be constructed on the territory was laid with participation of President of the Republic of Azerbaijan Mister Ilham Aliyev and First Lady Mehriban Aliyeva. On December 26, 2018, inauguration of the Yasamal Residential Complex took place. President Ilham Aliyev and First Vice-president Mehriban Aliyeva attended the inauguration ceremony.
The Yasamal Residential Complex consists of 29 apartment buildings. Of these buildings, 12 are twelve-storied, 17 nine-storied.
All the apartments were handed over to the citizens with the interior finishing completed, provided with kitchen furniture, individual heating system (including a heating device – “Combi”), as well as water, gas and electricity meters. In addition to the apartment buildings, a two-storied kindergarten designed for 240 children and a three-storied secondary school building for 960 pupils were commissioned.
Special attention was paid while designing the complex to ensure that there are courtyards, child playgrounds at the complex, and that greenery is planted in the area and improvement works carried out. In accordance with the official construction norms, the area under the construction of buildings may occupy up to 40 percent of the total area. And at the Yasamal Residential Complex, this index is under 25%.
In addition, a transport infrastructure has been created on the territory of the Yasamal Residential Complex according to the contemporary town-building principles, ensuring that pedestrians and transport means move easily, without obstacles, and safely. Ramps were installed at all crossroads for the disabled people, and a cycleway built. Parking areas were also allocated on the Complex’s territory for the residents to park their cars.
An announcement is expected to be made in connection with the sale of apartments at the Hovsan Residential Complex, another project of the Agency.
