3rd anniversary of establishing the State Housing Development Agency of the Republic of Azerbaijan is celebrated11/04/2019
On 11 April 2019, the leadership and staff of the State Housing Development Agency commemorated national leader Heydar Aliyev in the Alley of Honour and put flowers before his monument, on the occasion of this significant day.
Thereafter, the staff of the agency paid a visit, in the Alley of Honour, to the graves of our fellow citizens who have sacrificed their lives for the independence and territorial integrity of Azerbaijan, and put flowers before the monument “Eternal Torch”.
On the same day, a meeting took place in the administrative building of the State Housing Development Agency - established by Decree of the President of the Republic of Azerbaijan dated 11 April 2019 with the purpose of meeting the country citizens’ demand for housing and providing them with affordable apartments - in connection with the 3rd anniversary of the entity’s starting its activities.
Dedicated to the results of the three-year activities and impending duties, the meeting was opened by chairperson of the State Housing Development Agency’s Board of Directors Sadig Sadygov. Congratulating the colleagues on the 3rd anniversary of establishing the Agency, he gave comprehensive information about the works done in the past period, and impending duties.
Mister Sadygov informed that since the first day of its activities, the Agency has organized its work based on the valuable recommendations and instructions of the President of the Republic of Azerbaijan. Sadiq Sadygov noted that the role of the progressive steps made by President of the Republic of Azerbaijan Ilham Aliyev towards improving housing conditions of the country citizens, strengthening of the population’s social protection and supporting economic development is undeniable. The special attention the country’s president has been showing towards the issues with regard to meeting peoples’ demand for a living area and ensuring their comfortable living, and the support provided to the activities of the State Housing Development Agency of the Republic of Azerbaijan has made its contribution to the successful implementation of the tasks we had set for ourselves.
Based on the country president’s instruction aimed at providing the population with affordable housing, during the period past, the Agency was allocated, first, 11.6 hectares of land in Yasamal district of Baku in 2016, 20 hectares in Surakhany district in 2017, then 15.4 hectares Yasamal district in 2018 and 0.76 hectares in Sumgait city early in 2019. In addition, works are underway in Ganja city too for the allocation of land parcel under the construction of affordable housing.
On December 24, 2016, the foundation of the Yasamal Residential Complex, the first project of the State Housing Development Agency, and on December 24, 2017, the foundation of the Hovsan Residential Complex were laid with participation of President of the Republic of Azerbaijan Ilham Aliyev and First Vice-president Mehriban Aliyeva.
On December 26, 2018, President of the Republic of Azerbaijan Ilham Aliyev and First Vice-president Mehriban Aliyeva participated in the inauguration of the Yasamal Residential Complex, the first project of the Agency, and the foundation of a new residential complex to be constructed in a 15.4 hectare-area was laid. Along with the residential buildings, commissioning of social and domestic objects, child playgrounds, one-storied three kindergartens for 350 children (100, 125 and 125), a three-storied secondary school for 1200 pupils, and an open type car parking area designed for 2200 cars are intended to realize.
It was mentioned that as a result of the sales carried out via the “Affordable Housing” Electronic System over the “Electronic Government” Portal (www.e-gov.az) on buildings 1 to 7 of the Yasamal Residential Complex, in general, 430 people acquired an affordable housing. All apartments have been handed over to their owners with completed interior finishing works, supplied with kitchen furniture, and an individual heating system (including the heating device-“kombi”), water, gas and electricity meters. Out of 430 apartments acquired on preferential terms, 94 are one-room, 229 two-room, and 107 three-room apartments.
The second project of the Agency – the Hovsan Residential Complex will provide some 300 families with apartments, and a secondary school for 1920 pupils, two kindergartens, each for 90 children, a medical station and other social and public objects will be commissioned. In general, the complex consists of 11 apartment buildings. Out of them, seven will be seven-storied, with eighteen entrances, four of them to be ten-storied, with one entrance. Currently, construction and assembling works on 6 seven-storied buildings have been completed, and finishing works started. In parallel, construction of 5 buildings is continued at a rapid pace.
Sadiq Sadygov noted that the State Housing Development Agency of the Republic of Azerbaijan has been implementing state-private sector partnership projects in the actions plan defined by “The Strategic Roadmap on the advancement of provision with affordable housing in the Republic of Azerbaijan”, approved by Decree №1138, dated 06.12.2016, of the President of the Republic of Azerbaijan. Three investors had been invited by MIDA in the period past for the construction of apartment buildings, creation of a telecommunication infrastructure and trade centres, and 11 million of the planned 18 million Manats investment funds have been successfully realized. In addition, the 4th investor was invited by SHDA for the construction of 12 buildings in the Yasamal Residential Complex (15.4 hectares). Total amount of the investment to be made by the company for the construction of 12 buildings would make up around 40 million Manats.
One of the significant events associated with the Agency’s activities is registration of citizens eligible for affordable housing in a real time mode and creation of a transparent electronic system that would ensure sales of apartments on preferential terms. For this purpose, the “Affordable Housing” System has been created on the “Electronic Government” Portal, and as of May 30, 2017, registration of applications started. Over the course of the past period, rights of over 10,000 people to acquire an apartment were confirmed, and creation of electronic cabinets for these persons was ensured. All citizens having an electronic cabinet have equal rights in the selection of apartments, regardless of their registration date and item number.
