The State Housing Development Agency (MIDA), Ministry of Transport, Communications and High Technologies and State Agency for Pubic Services and Social Innovations under the President of the Azerbaijan Republic improved the system's performance by eliminating malfunctions with related companies and organizations with a view to providing equal conditions for selection of apartments through "Affordable Housing" system, and ensuring transparency and operational efficiency.
A number of works were done to ensure that the "Affordable Housing" system is functioning in a sustainable, reliable, safe, transparent and uninterrupted operating mode. In addition, an influential international audit firm Ernst & Young ("EY") was involved by MIDA and audits were conducted to ensure that the "Affordable Housing" system complies with the advanced international standards such as the security, confidentiality, processing integrity (complete, valid and accurate), availability and privacy of personal data (Trust Services Criteria) identified by the American Institute of Certified Public Accountants (AICPA). On July 20 of the present year, EY completed its assessment of the "Affordable Housing" system's compliance with the above-mentioned requirements and presented its findings of "SOC 2" and “SOC 3” on the results achieved. As a result of the audits, the reliability of the "Affordable Housing" system and its compliance with the principles and objectives stated in its Charter was confirmed.
SOC (Service Organization Controls) is a set of reports on the effectiveness of internal control systems in electronic service providers. "SOC 2" and "SOC 3" are public reports based on the five principles of WebTrust and SysTrust (security, confidentiality, processing integrity (complete, valid and accurate), availability and privacy). The world's leading companies, such as Google and Amazon, which provide electronic services, are among those that have obtained these opinions.
It should be noted that the "Affordable Housing" system is the first and only electronic system in Azerbaijan, which has passed comprehensive audits by EY and obtained “SOC 2” and “SOC 3” opinions. This, in turn, affirms the control over the organization of services provided through the system, creation of equal conditions for each user of the "Affordable Housing" system during the sale of apartments, insurance of transparency and operational efficiency.
The "Affordable Housing" system was set up and integrated into the "E-Government" portal (www.e-gov.az) in accordance with its Statute. In accordance with the Decree of the President of the Republic of Azerbaijan No 1885 dated March 14, 2018, relevant improvement works were carried out on the “E-Government” portal by the "Electronic Government” System Development Center attached to the State Agency for Public Services and Social Innovations under the President of the Republic of Azerbaijan. To ensure the sustainability of the processes by AzInTelekom LLC under the Ministry of Transport, Communications and High Technologies, allocation of additional resources in the "DATA center" was promptly provided and Data Processing Center (DPC) under the Ministry conducted tests to increase the durability of the electronic signature in the "Affordable Housing" system. The works are near completion. Re-sale of affordable apartments will be announced in a short time.
