The categories of citizens who have the right to discounted housing have been expanded by the Decree No 1530 dated 13.07.2017 of the President of the Republic of Azerbaijan and No 1560 dated 21.07.2017.
According to the amendments made to the relevant legislation by the Presidential Decree, one of the existing categories of citizens entitled to a privileged mortgage loan and the right to obtain flats at the disposal of the State Agency for Housing Construction under the President of the Republic of Azerbaijan has been expanded, and another new category has been added.
That category is - "at least 15 years of civil servant service". The new edition will also cover "persons serving a special type of civil service for at least 15 years." At the same time, the new category - "science workers working for at least 3 years" was also added. Citizens of both categories will be entitled to the right to housing at discounted rates regardless of their age or family status.
Housing Construction is continuing to improve the electronic system of "Affordable Housing" with the purpose of accepting applications by all agents of the updated category. Applications from citizens who are "persons serving at least 15 years of civil service, including those that serve a special civil service," have already begun to be received. Applications are accepted on the "E-Government" portal (www.e-gov.az) through the "Affordable Housing" system or at ASAN service centers 1, 3 and 5 in Baku and Sumgayit ASAN service center.
Upon the ongoing changes in the "Affordable Housing" electronic system and proper integration efforts, appeals of citizens' applications with a category of "scientific workers working at least three years in scientific position" will begin. Upon completion of the relevant technical work, additional information will be provided on the date of the receipt of the applications of persons belonging to the category of "scientific workers at least three years in the scientific position".
Both new categories will have the same rights as citizens of other categories already registered in the sale of concessional apartments constructed within the framework of all projects of the State Agency for Housing Construction if they have an electronic cabinet in the "Affordable Housing" system.
